2025 Flagship projects to tackle demographic change selected

The European Commission has officially selected the 2025 Flagship Technical Support Projects, including those under the initiative “Addressing Demographic Change Through Reforms.” This 2025 flagship project, aims to help EU Member States respond to the demographic challenges reshaping Europe’s societies and economies.
The application window for this flagship closed on 31 October 2024. Projects were chosen based on their alignment with EU-wide priorities and their relevance across multiple Member States.
The selected initiatives focus on strengthening skills development, improving labour market participation, addressing territorial disparities in access to essential and enabling services, and enhancing social inclusion—key areas for ensuring resilience in the face of ageing populations, declining birth rates, and regional disparities.
By supporting reforms in these domains, the flagship contributes to the EU’s broader goals of fostering inclusive growth, boosting competitiveness, and ensuring social cohesion. The projects will receive tailored technical support to design and implement impactful reforms, drawing on best practices and expert guidance.
This flagship reflects the EU’s commitment to helping Member States future-proof their societies through strategic, evidence-based reforms.

On 13 May 2025, during the 5th TSI Annual Conference, the TSI 2026 open call was launched. Member States can now request support for reforms in areas such as green and digital transition, migration, finance, and education. Learn more about the 2026 call here.
